Intensive Use – The vehicle must be used frequently and by many different users.
Undetermined Number of Users – The vehicle must be accessible to any registered user within a defined service area, typically through a car-sharing platform.

This classification aligns with the operational models of free-floating and station-based car-sharing services such as Zity, Free2Move, and Share Now in Spain.

Safety belts are designed to protect the rider in case of sudden stops, collisions, or falls. Helmets are not required when the moped is protected with an outer structure and have seat belts.

Moped drivers are a vulnerable group as this model lack the structural protection, making it more exposed to direct impact in accidents. Without airbags, seat belts (in most cases), or a protective frame, they face a higher risk of serious injuries, even at low speeds. Their smaller size reduces visibility, especially at night or in heavy traffic, and their lightweight nature makes them prone to instability from road conditions, sudden manoeuvres, or strong winds. To facilitate the passage of a fire brigade responding to an urgent service, the best course of action is to gradually move to the right, creating a clear path for the emergency vehicle. This is a standard practice as it allows fire trucks to pass safely and quickly. Increasing speed can be dangerous and may not effectively help clear the way, while honking the horn can cause confusion rather than assisting in the situation. By calmly and predictably shifting to the right, drivers can ensure a smoother and safer passage for emergency responders.
